Dr. Chen is a research associate at USF Center for Urban Transportation Research (CUTR), and also the Manager of Florida Local Technical Assistance Program (LTAP). His research focuses on traffic safety and operation efficiency, advanced transportation data analysis, and intelligent transportation systems. Dr. Chen is a correspondence member of ASCE Committee on Student Conferences and Competitions (CSCC), and was an appointed member of FY20-21 Board of Governors of ASCE Transportation & Development Institute (T&DI). In addition, Dr. Chen serves as a member for TRB Standing Committee on Safety Performance Analysis (ACS20), Standing Committee on Bicycle Transportation (ACH20), and NCHRP 17-71A Research Panel. He is a registered Professional Engineer (P.E.) in the State of Florida, and a certified Road Safety Professional-Level 1 (RSP1).

Sam Chiu, P.E., M.ASCE, is the Drainage Section Manager at HNTB Corporation. His experience includes the design of drainage elements, plans production, and quality control for transportation projects. He received his B.S.C.E. from the University of South Florida and M.S.E. from the University of California, Berkeley.
Sam is an active ASCE member and his involvement with ASCE began with the USF student chapter. He is one of the practitioner advisors for the USF student chapter and Chair of the Scholarship Committee for the ASCE West Coast Branch (WCB). He has also served as the President of the ASCE West Coast Branch Younger Members Group, Chair for the ASCE’s Member Communities Committee, and Chair for the ASCE’s Student Transition & Younger Member Retention Sub-Committee. |
